You do need Wi Fi. You can start right from the beginning of the game too. It's that green thing on the touch screen.

No, as I understand it Sailor V's been finished for some time. Unless you mean the American release, which is incomplete.

She kind of did, but then she finished it. It's not nearly as long as Sailor Moon itself, only two volumes in the new translation.
